In addition, it became mandatory for the building's "risky structure" decision to be posted on the building to be transformed. The duration of the decision in question to remain in the building was previously up to 60 days, but now it is 15 days.
The release period, which used to be 6-9 months after notification with suspension, has been limited to a maximum of 90 days. This means that the rights holders must evacuate the building within 3 months at most.
AREA-BASED TRANSFORMATION IS IMPORTANT IN CROPPED BUILDINGS
Pointing out that it is correct to say that construction work has accelerated across Istanbul, Değer Değerleme Deputy General Manager of Special Projects Mehmet Ali Hartavi emphasized that the stable course of exchange rates and the controlled increase in labor wages provide predictability to housing producer companies in terms of cost and price determination. 
Regarding the issue, Hartavi said, "On the one hand, while the works within the framework of urban transformation continue under public leadership or support, on the other hand, the owners who come together to live in earthquake-resistant buildings continue to renew their own buildings within the framework of urban transformation. 
"Due to the high cost of land, it still does not seem possible for our State to talk about a production that will appeal to the low-income group - except for those produced in the social housing status," he said. 
Underlining that housing construction should be evaluated under two main headings, Hartavi explained these as urban transformation in existing residential areas and construction in new residential areas.
Hartavi said, "In urban transformation-oriented construction, building transformations are spread throughout Istanbul, but are concentrated in regions such as Kadıköy, Etiler, Beşiktaş, Suadiye, Caddebostan, which have high real estate values in terms of volume." He said that spatial transformations bring about a more intense development. 
Hartavi stated that the areas declared as 'urban transformation and development area', 'risky area' and 'reserve area' are mainly located in the residential areas of Istanbul.
NEW SETTLEMENT GOES TO THE SURROUNDS 
Area-based transformations, led by public institutions, are essential for the healthy and rapid transformation of areas with old dense residential texture, which we can generally describe as unplanned construction. For example, major project works continue in districts such as Zeytinburnu, Sultanbeyli, Esenler, Bağcılar, Üsküdar and Eyüpsultan.” Emphasizing that growth and change are inevitable with the increasing population and settlement need in Istanbul, Mehmet Ali Hartavi underlined that the need for residence in a solid structure is very high, especially due to disaster-oriented sensitivities.
Pointing out that new residential areas are emerging from the center to the periphery, Mehmet Ali Hartavi said, “There is a stretch towards the provincial borders in the east-west direction, and construction rights in these areas are given in a controlled manner in line with the zoning plans. The contribution of accessibility is important. Demand for these regions is increasing, especially thanks to the rail system and public transportation opportunities. This has a positive impact on contractors' supply of new projects. "The new development areas that have started to move towards the north of Istanbul - again with the support of accessibility, especially with new highways and new zoning plans - have a good balance in terms of both demand and supply," he said.
